While regulatory activity at the state, city and local levels has ramped up in recent years, federal rules continue to affect tobacco retailers across the country. From the U.S. Food and Drug Administration’s (FDA’s) deeming regulations on cigars and electronic cigarettes to proposals that could change the smokeless and cigarette categories forever, rules enacted at the federal level may take longer to go into effect, but they certainly pack a punch.
