Regulations around selling smokeless tobacco products reflect those of cigarettes and loose tobacco:

— Retailers must check a photo ID of everyone under age 27 who attempts to purchase smokeless tobacco.
— Retailers can sell smokeless tobacco only to customers of legal buying age.
— Retailers cannot sell smokeless tobacco in a vending machine or self-service display unless it’s in an adults-only facility.
— Retailers cannot give away free samples of smokeless tobacco unless in a “qualified adult-only facility” and in limited quantities as specified in the law.
— Retailers cannot break open smokeless-tobacco packages to sell products in smaller amounts.
— Retailers cannot sell smokeless tobacco without a health warning statement displayed on the package.
— Retailers cannot display advertisements for smokeless-tobacco products without a warning statement.
