The Food and Drug Administration on Tuesday authorized the marketing of four On Plus nicotine pouch products. The products were authorized under a pilot program launched in September to streamline the agency’s review process while maintaining its scientific standards, the FDA said.

The products are made by Helix Innovations LLC, a subsidiary of Altria, Richmond, Virginia. They include On Plus Rich Berry and On Plus Autumn Spice in 2 milligrams strength and On Plus Cappuccino in strengths of 2 milligrams and 4 milligrams.

As part of its scientific review of new tobacco products, the agency said it considers the risks and benefits to the U.S. population as a whole—including the benefits to adults who currently use tobacco products and switch to a potentially lower-risk product, as well as the risks posed to youth and non-users of tobacco products. 

“The FDA’s evaluation found that these new products contain lower levels of most harmful and potentially harmful constituents (HPHCs) when compared to other oral and smokeless tobacco products, many of which were too low to be quantified in the new products,” the agency said in a statement.

To date, the FDA has authorized 30 nicotine pouches. 

Altria gave an update on its nicotine pouches and overall tobacco business during a July 30 call on its second-quarter and first-half 2026 financial results. For the first-half, net revenues increased 1.6% to $11.5 billion, primarily driven by higher net revenues in the smokeable products segment, the company said.
