Irving, Texas, Drafts New C-Store Safety, Crime Regs

Cameras, signs, more part of design upgrade requirements
IRVING, Texas -- The Irving, Texas, City Council unanimously approved new regulations late last week aimed at reducing crime at convenience stores, according to The Dallas Morning News. The regulations require c-store owners to use at least three high-resolution surveillance cameras, to post no-trespassing signs in English and Spanish and to provide unobstructed views of sales counters through front windows and public-access doors.

C-store owners will also have to register their contact information with police, said the report, and c-store employees will also be required [image-nocss] to take a safety training course.

The ordinance also requires c-stores to secure, block or "mark off" beer and wine when the store is open outside the hours alcohol can be legally purchased. Irving voters narrowly approved the purchase of beer and wine at retail outlets last Tuesday, the newspaper said.

Future c-stores will be required to meet the regulations before they can open, it added.

Owners of existing convenience stores have until January 2010 to begin using security cameras. Store employees must complete safety training within six months. C-stores must comply with all other new laws in one month, the report said.

The safety and crime-prevention requirements were required by an ordinance establishing new design standards for c-stores in Irving, according to the city's website. The standards require that new c-stores must comply with certain minimum design standards, identical to the design standards being proposed concurrently with this ordinance for all nonresidential buildings. These standards include: 80% masonry exterior with at least two distinct materials. Finished facades on all sides. Horizontal and vertical articulation. A primary entry feature to identify the building's main entry. No blank walls facing a public street. Design requirements for roofs. Design elements required to be incorporated into the exterior. Additional parking for buildings 2,000 square feet or less in area.
