An advance notice of proposed rulemaking (ANPRM) is the third step in the nine-step process required of the FDA in drafting and adopting regulations and new standards. During this step, the agency can seek public comments about a possible regulation or standard before the FDA drafts the rule.

Over three weeks in March 2018, the FDA issued three separate ANPRMs seeking information on product standards for flavored tobacco products, regulation of premium cigars and limiting nicotine levels in cigarettes.

While the FDA had initially set a 90-day period for public commentary on each of these ANPRMs, the agency announced in June that it would extend all three deadlines by one month.
